Select “customize commands”

Type the word “scroll“ in the very top search bar

Then ensure the first command that comes up in the results “scroll down“ is enabled, which it should be by default

pro tips

✅ You do not need to say “hey Siri“ before your “scroll down“ verbal command. 

✅ Once you are done using this feature, you must definitely want to turn it off otherwise it will interfere with things such as dictation, etc. the fastest and easiest way to do this will be the same way you can activate this feature going forward, which is to initiate “hey Siri….” and then either saying “turn on voice control“ or “turn off voice control“.
